The Notary

Notaries are lawyers appointed by the state to oversee all property transactions and to ensure that appropriate taxes generated by the transaction are paid to the government. As representative of the government, the notary puts the transaction on public record and ensures that the vendor and buyer are who they say they are (by checking ID).
Under Turkish Law, Powers of Attorney, and promissory sale agreements are signed before the Notary. (Final sale transactions are carried out before the Land Registries). However, Notaries will not tell you if the contract terms are unfavourable to you. For this, you must use an independent lawyer. Although they are qualified lawyers, notaries are neutral and do not act on behalf of either side.
